25 Years of Transformations of Higher Education Systems in Post-Soviet Countries. Reform and Continuity

The book is a result of the first ever study of the transformations of the higher education institutional landscape in fifteen former USSR countries after the dissolution of the Soviet Union in 1991. It explores how the single Soviet model that developed across the vast and diverse territory of the Soviet Union over several decades has evolved into fifteen unique national systems, systems that have responded to national and global developments while still bearing some traces of the past. The book is distinctive as it presents a comprehensive analysis of the reforms and transformations in the region in the last 25 years; and it focuses on institutional landscape through the evolution of the institutional types established and developed in Pre-Soviet, Soviet and Post-Soviet time. It also embraces all fifteen countries of the former USSR, and provides a comparative analysis of transformations of institutional landscape across Post-Soviet systems. It will be highly relevant for students and researchers in the fields of higher education and and sociology, particularly those with an interest in historical and comparative studies.

A simulation model for educational process planning in an institution of higher education

В вузах и втузах с профильными ИТ-специальностями в одном семестре могут обучаться работе с программными продуктами сразу несколько потоков, курсов, специальностей. Поэтому перед ИТслужбами учебных заведений возникает задача создания инфраструктуры учебных приложений, которая сможет обеспечить поддержку учебного процесса. Следует учитывать, что число специальностей, на которых изучаются информационные технологии, с каждым годом растет (например, в НИУ ВШЭ преподаются дисциплины-майноры, куда может записаться студент с любой специальности). Также в последнее время популярностью стали пользоваться дистанционные курсы. Если не планировать нагрузку, то с учетом будущих трендов, мощности даже самой высокотехнологичной инфраструктуры будут недостаточны. Расчет соответствующей нагрузки на инфраструктуру необходимо производить в процессе планирования учебных дисциплин, что позволит выполнять резервирование соответствующих мощностей и тем самым организовать эффективный учебный процесс.

Разработчики программного обеспечения используют различные бенчмаркинговые инструменты, которые сложны и не предоставляют необходимой информации для участников планирования учебного процесса. 

В статье рассматривается построение имитационной модели поддержки планирования учебного процесса. Моделирование осуществляется с использованием возможностей инструмента AnyLogic 7. Целью данной работы является разработка имитационной модели, предназначенной для оценки нагрузки на информационные системы, используемые в ходе учебного процесса. Помимо описания модели, в статье приведены результаты расчетов с ее использованием для различных вариантов размещения информационной системы (в частном облаке или на сервере в университете). Результаты моделирования подтверждены данными, полученными в ходе проведения практических занятий в вузе. Данная модель дает возможность планировать учебный процесс с целью добиться равномерности нагрузки на сервисы. В случае необходимости модель позволяет принять решение о месте размещения учебной информационной системы: на серверах университета или в частном облаке

Building Communication Bridges to Mitigate Language and Culture Barriers

Every university which exists in an environment where English is not the first language is going to encounter obstacles in communicating with its international students. While developing towards a polylingual solution might seem preferable, in reality universities choose a less costly decision — English in addition to the local language(s), since it is the de facto lingua franca of international education.

Nonetheless, specific challenges and ways to address international students greatly depend on how widespread the knowledge of English is in the country and university environment. For example, the Netherlands and Sweden have many natural opportunities for universities to recruit people who will not experience the language barrier with international students. However, many other countries, including Russia, have very different starting conditions: according to the 2010 census, only 5.3% of the Russian population indicated knowledge of English. Of course it calls for deliberate extra efforts aimed at developing information channels and English interface of university services.

Centralisation and Decentralisation of International Student Support: Getting the Best of Both Worlds

Nowadays universities do not need to be convinced that their student support services should take into account international students as well. However, a specific configuration of the support system depends on both external and internal factors. A lot is shaped by the context: national regulation, predominant language(s) in the country, changing demands of the job market; but no less important is the university’s strategy, i.e., the decisions on how to develop while taking the context into account.

Language barrier is the first and major hindrance in accessing the system of student support. The second obstacle is the lack of flexible interface for every university service, which would take into account the diversity of student body. In such circumstances, and when the number of international students is relatively small, it is often easier and more effective to start with a centralised approach, as it allows to ensure adequate and timely support of predictable quality to incoming international students.

However, despite the impression that this way a student can resolve all the issues in one place, it is a quasi-onestop service because the central office is not a provider of university services but a mediator between students and relevant units. Consequently, it becomes the bottleneck which slows processes down when the number of international students grows. Moreover, a separate track of support creates an isolated bubble for international students, providing fewer possibilities for intercultural experience and, thus, increasing the risk of creating a split university.

Descriptive statistics and regressions of 2D:4D and educational attainment based on RLMS data

We document the descriptive statistics and detailed regression outputs for educational attainment and measured 2D:4D ratios, based on the RLMS data (20th round, conducted in 2011–2012). Regression analysis is conducted using STATA 13, gologit2 which is a special code for the generalized ordered logit regression in STATA environment. We provide graphs of differences in means of 2D:4D ratios by educational attainment. Information about the distribution of self-identified nationalities and fields of university degrees of respondents is presented.

Introducing blended learning in the English language classroom: Students’ attitudes and perceptions before and after the course

The increased demands for foreign language learning and the dwindling number of contact hours have urged teachers to look for innovative methods of instruction such as blended learning (BL). A study was conducted at a Russian university (The National Research University Higher School of Economics) in order to explore the attitudes and perceptions of the students toward blended learning in the English language classroom. The research instruments were tests and questionnaires administered to students before and after the course. The online portion of the course was realized through the corporate learning management system (LMS). The study revealed a noticeable evolution in students’ perceptions and attitudes towards using blended learning in foreign language instruction. This shift and consequential outcomes of the study are discussed.

Migration background and educational achievements in Russia

Using logit regressions and longitudinal data of schoolchildren aged 6-14 (from 1st to 8th grades) over the period 2010-2013 (four waves), this article empirically examines the impact of migration status on educational achievements in Russia.  In contrast to most of the previous empirical literature, our panel data control the impact of monotonous determinants of educational achievements, such as parental education, family income, parental professional status, and many other key background factors. Our findings suggest that migration background has no effect on educational achievements after controlling for socioeconomic status (SES), child’s health, school type, settlement, and other personal characteristics, which have statistically significant effects in distinguishing between successful and unsuccessful students.

Patterns of student employment in Russia

This paper analyses the factors of combining study and work and the factors explaining intensity of work during study in Russia, based on cross-sectional survey data. The issue of how Russian students combine work and study is analysed through the set of financial,academic, social and demographic predictors, quality of university and quality of students. These factors may have an effect on student employment and student labour supply,and help shed light on what motivates students to enter the labour market. We discovered that 64.7% of Russian students combined study and work and most of them begin working during their third year of study. Our results indicate that factors associated with the quality of students, such as studying in a top university and participating in research activities, positively affect the probability of student employment, but negatively affect the intensity of employment. Financial motivations for student employment are also significant. We found that students receiving financial support from their families are less likely to be employed during their study and work less hours. However, we found no evidence that combining study and work affects students’academic achievements.

«Prudens Faber Fortunae» в трактате Яна Амоса Коменского «Кузнец своего счастья» и «христианский герой» в педагогических сочинениях Дж. Вико

Статья посвящена сравнению концепций гражданского воспитания, разработанных двумя крупными теоретиками педагогики раннего Нового времени — Яном Амосом Коменским и Джамбаттистой Вико. Доказывается, что, если у Коменского обучение благоразумию (prudentia) посредством обращения себе на пользу случая (emendatio casus) осмысляется в категориях христианско-стоической аскезы, то Вико основывает свою гражданскую пайдейю на устроении дорефлексивной сферы посредством топики и риторики.

Книга является первой частью методического комплекса, созданного для основной или дополнительной работы студентов  по изучению дисциплины «Английский для специальных целей» (English for Specific Purposes – ESP) направления «Экономика» и предполагает целевую аудиторию с уровнями владения английским языком в пределах В2-С2 (по Общеевропейской шкале уровней владения языком). Большую часть пособия составляют материалы, объединенные общей темой: экономика ряда стран-членов Организации экономического сотрудничества и развития, но для критического  сравнительного анализа экономики этих стран в пособие  включены данные о  Бразилии, Индии, Китае, Монголии, которые не входят в состав ОЭСР.   На базе аутентичных текстов профессиональной направленности созданы упражнения  для развития комплекса навыков: чтения, устной речи, письма, критического мышления.
