Integrated roadmaps for strategic management and planning

Roadmapping is a complex long-term planning instrument that allows for setting strategic goals and estimating the potential of new technologies, products, and services. Until recently, roadmapping was used mainly for strategic planning, either from a technological or amarket research perspective. Roadmaps emphasized either technological development or satisfaction of market demands but rarely both. Consequently, roadmaps either excessively stress the technology side, which might lead to technically sophisticated solutions that lack applicability, or overstress customer needs, neglecting business competence-building. Therefore, this paper develops a newintegrated roadmapping approach that combines these two perspectives: it focuses on strategic planning by firms and public authorities for the long run goals of social and economic development, bringing together the market “pull” and technology “push” approach. This dual technique provides the potential for alternative means of choosing the most effective resource allocation. Integrated roadmaps include the various development stages of prospective innovations, e.g. stages of the existing innovation value chain, including R&D, manufacturing,market entry, services, andmarket expansion as well as prospective stages, including new technologies, products and services. The value of integrated roadmapping lies in its responsiveness to the challenges in innovation planning schemes for firms and sectors; it takes into consideration both future market requirements and the future resource basis for satisfying market needs, an approach not currently offered by traditional techniques. The paper develops a roadmapping methodology that can be used for planning firms' and public authorities' long-term innovation strategies.

Investimenti Diretti Stranieri in Russia e Nuove Opportunità/ Прямые зарубежные инвестиции в России: новые возможности развития/ Direct Foreign Investments in Russia and New Opportunities

Данный аналитический материал опирается на анализ и синтез четырех видов информации -- впечатления от посещения российских заводов западных корпораций, результаты интервью с менеджерами зарубежных корпораций различного уровня, анализ публичной отчет- ности и материалов прессы. В 2012-2013 гг. были посещены и проведены интервью с руководи- телями 17 заводов 15 корпораций, с целью понять особенности орга- низации инновационной деятельности как на самом предприятии, так и шире, в российском подразделении международной корпорации или в целом в глобальной корпорации. На следующем этапе исследования нам захотелось понять, как в целом построен процесс развития российских предприятий международных компаний, по каким критериям раз- рабатываются, каким образом «защищаются» и какими методами реа- лизуются проекты развития новых производств (новых линий, цехов и очередей существующих заводов, покупка и строительство новых заводов). Это потребовало контактов с ответственными за разработку и реализацию подобных проектов. В 2014-2016 гг. удалось провести интервью с несколькими десятками высших менеджеров подразделе- ний, ответственных за развитие российского бизнеса корпорации или всего бизнеса в Восточной Европе, а в одном случае – провести интер- вью Генерального директора глобальной корпорации. В ряде случаев интервью проводились ежегодно в 2014-2016 гг. Кроме того, в 2014 и в 2016 годах были проведены опросы руководителей российских заводов западных корпораций. После серию интервью, проведенных летом 2015 года, почувствовалась нехватка количественных данных о развитии российских производств западных корпораций. Встал вопрос -- сколько всего за послед- ние годы в России построено новых заводов западных корпораций? Официальная статистика в данном вопросе была бессильна, но задачка в целом оказалась не слишком сложной. Дело в том, что поддерживая славную советскую традицию, западные корпорации стремятся при- глашать на церемонии торжественного открытия своих новых рос- сийских мощностей высших представителей государственной власти.  Таким образом, из анализа пресс-релизов российских подразделений международных корпораций, просмотра федеральной и особенно местной прессы и теленовостей, а также путем использования материалов уникального блога «Новые заводы и цеха» сайта www.sdelanounas.ru нам удалось идентифицировать практически все новые заводы, введенные в строй в России западными корпорациями в 2012-2016 гг. и значительную часть введенных в строй очередей, цехов и линий на существующих заводах. Кроме того, мы провели анализ публичной отчетности корпораций, активно при- сутствующих на российских рынках, а также размещенных в открытом доступе материалов пресс-конференций руководителей данных корпо- раций. Весь этот массив разнородной информации, подвергнутый разноо- бразным методам анализа, служил одной цели – воссоздать недавнюю историю и текущее состояние российских производств западных ком- паний, уловить логику корпоративных действий и предугадать дальнейшие наиболее вероятные (а также маловероятные, но крайне желательные) шаги международных корпораций относительно своих производств в России.

Job satisfaction, blat and intentions to leave among blue-collar employees in contemporary Russia

Purpose – The purpose of this paper is to examine antecedents of intentions to leave among blue-collar employees in domestic Russian organizations. Design/methodology/approach – The study is based on a sample of 1210 blue-collar employees in 80 domestic organizations across 14 industries and eight regions in Russia. Findings – The analysis shows that wage satisfaction is the strongest negative predictor of Russian employees’ intentions to leave compared to core job-related and interpersonal relations satisfaction. For non-blat employees, the relationships with intentions to leave are negative and significant for all three types of satisfactions, whereas for employees with blat only the relationship between core job-related satisfaction and intentions to leave is significant. Originality/value – The present study (i) reveals that wage satisfaction is the most important but not the only way to retain blue-collar employees in Russia and (ii) points towards the complex nature of blat’s influence on employees’ organizational behavior in contemporary Russian organizations. By so doing, the analysis provides a still rare empirical illustration of how relationships and variables explaining turnover intentions and its antecedents are contingent on economic, cultural and institutional contexts.

Logistics Controlling as a Tool of Performance Improvement at the Russian Enterprises

The article discovers the methodical approaches to the study of logistic activities controlling at the Russian enterprises. There are defined the phases of the controlling research management and described the initial sample of the enterprises surveyed. The methodology of the logistics controlling research is based on the system analysis, the methods of economic cybernetics, operations research, mathematical statistics, the theory of optimal decision-making, and the management theory.

The article presents the main results of the research specifying the state of logistics controlling at the Russian enterprises. The study has conducted a systematic analysis of the status and trends of logistics controlling at the domestic enterprises specialized in the industry, trade and services fields. Top managers of logistics departments in the Russian enterprises were interviewed about the logistics controlling. The survey was undertaken in the form of written and online surveys. The results are documented and processed by a special technique.

Quality of enterprise management during Ramp-Up preparation and launch: concept and evaluation method

Current economic conditions are forcing market players to bring new products to consumers rapidly, maintaining the high quality and providing the reasonable price. The concept of ramp-up management is designed to meet this request. The implementation of this concept in practice, in particular for Russian industrial enterprises, causes certain challenges. Correspondingly the quality of enterprise management becomes a factor that appreciably influences the ramp-up execution. In this regard, the study designed to develop the theoretical provision and methodological approach towards the assessment of the management quality is viewed as relevant to the practical needs of enterprises during the ramp-up and technological re-equipment.

In the present article we propose a conceptual approach to assess the quality of enterprise management on the basis of value chain methodology which is relevant to the conditions of ramp-up preparation and implementation. By the “quality of management” notion in the study it is proposed to understand the totality of objectively existing properties and characteristics of enterprise management system which adequately reflects all aspects of its activities and contributes to the efficiency of enterprises development and competitiveness.

Researchers’ competencies in the coming decade: attitudes towards and expectations of the Russian innovation system

This paper aims to analyse the necessity and sufficiency of researchers’ and engineers’ competencies in the area of science and technology, given oncoming technological changes. Five key questions are addressed concerning the skills and abilities of PhD holders: What competencies do researchers have at present? What competencies are currently used? How valuable are they at the present time? Will they be in demand in 10-15 years? And how relevant are these competencies for working on projects in priority areas of science and technology development? Design/methodology/approach: The analysis was based on data collected by two empirical studies conducted in 2010-2013. A survey of researchers and engineers described the issues with competencies related to the areas of science, technology and innovation. Study among 1,884 PhD holders employed in research institutes, universities and enterprises was carried out. In addition, 30 in-depth interviews were also conducted with experts representing the most promising areas of science and technology development in Russia – nanotechnology, biotechnology and the power engineering sectors. Findings: The results from quantitative and qualitative analyses indicate that general competencies such as fundamental theoretical knowledge, ability to work on projects, teamwork and creativity will be in demand in 10-15 years, rather than highly specialized skills. Employers tend to develop needed skills of researchers involved in innovations directly on the workplace, during the realization of a project. Originality/value: This is the first paper to use solid broad statistical evidence to outline a clear idea of the technological and scientific research competencies that would be required in the future.

Sectoral entry-barriers for entrepreneurial activities – A Russian start-up between challenging global markets and local conservative path dependencies

Purpose

Sectoral foresight activities often identify technological opportunities but leave the question open who will pursue them. Here, entrepreneurial activities have become increasingly important for the introduction and commercialization of new technological solutions. The same is true for Russia’s oil and gas industry, which requires a major technological upscaling to stay competitive. Promising start-ups though face often high barriers and fail to commercialize superior technological solutions.

Design/methodology/approach

This paper discusses the experiences of a Russian oilfield service start-up in commercializing a self-developed technology for increasing the productivity of oil wells.

Findings

The start-up faced conservatism from corporate decision makers, declining oil prices and suboptimal protection of intellectual property rights. The company overcame most barriers through moving into other markets outside of Russia, as closing a deal with customers in the USA and Canada went much faster than the extended business cycles of national oil companies.

Originality/value

This paper connects sectoral foresight activities to the real-life experience of a start-up. The findings suggest that entry barriers need to be included in the planning process to really pave the way for a greater impact.

Smart roadmapping for STI policy

Roadmapping is a broadly applied management instrument for developing and implementing company technology and innovation strategies. During the last years this national science, technology and innovation (STI) policy makers have become aware of the potential roadmapping offers for strategic technology and innovation management and begun applying it in the context of STI policy and priority setting in this context especially. Still reality shows that roadmapping for STI policy purposes is by far more complex than company technology and innovation roadmapping.

The article therefore develops a structured, integrated and flexible approach to roadmapping for STI policy which we name “Smart Roadmapping for STI Policy”, taking into account the complexity of STI policy as well as the need for and implications of a Targeted Open Innovation approach to STI policy and the resulting requirements to roadmaps. The proposed approach is designed to allow integration in the broader policy decision making and different level STI strategy implementation.
