Prioritization of requirements for effective support of the communication process with customers of a commercial bank

 

Requirements prioritization is performed by business analysts in order to analyze stated requirements and to define the required capabilities of a potential solution that will fulfill stakeholder needs. During the analysis, the business analyst transforms needs and informal concerns of stakeholders into formal solution requirements which describe the behavior of solution components in sufficient detail. Furthermore, requirements analysis may be performed to develop models of the current state of an organization. These models can be used in order to validate the solution scope with business and stakeholders, to analyze the current state of an organization to identify opportunities for improvement, or to assist stakeholders in understanding that current state. The requirements prioritization task includes the following elements. First, these are business cases which state key goals and measures of success for a project or organization. Priorities should be aligned with those goals and objectives. Business needs can be used as an alternative to the business case if no business case has been defined. Second, the prioritization requires that these requirements have been stated by stakeholders. Third, the list of stakeholders, annotated with their levels of authority and influence, is used to determine which stakeholders need to participate in prioritization. As a result, the several techniques and recommendations stated in the BABOK® Guide have been applied for requirements prioritization in a case study of a conventional commercial bank. The business needs of the organization have been identified. The main problems of the communication management process have been formulated. Underlying sources of the problem have been illustrated on a fishbone diagram (also known as an Ishikawa or cause-and-effect diagram). The list of stakeholders and the requirements have been made. The MoSCoW technique has been applied in order to identify four groups of requirements, which differ from each other by the impact the results of their implementation have on the solution of the identified problems. The list of prioritized requirements should be used on the next stages of the project. It may be useful for the project manager when planning works on the solution implementation. The results of this work should also help the stakeholders develop a common point of view on the strategic goals of the project.

Serving the Country or Serving Thyself: The Quest for Prosocial Motives of Russian MPA Students

U.S. and European scholars have established the association between work in government and public service motivation (PSM). Yet, few studies measure PSM among master of public administration (MPA) students and link it to their intention to work in government. For the first time in Russia, the study tests the association between culturally determined measures of prosocial motives of Russian MPA students and their intention to work for government upon graduation. Three theoretical frameworks help structuring this research: public administration, political trust, and volunteering. The data in this study confirm that Russian MPA students with prosocial motives tend to choose work in government. We explain this phenomenon by deriving the prosocial motive theoretical perspective from the larger concept of PSM and from the theory of political trust. In addition, the study finds that formal and informal volunteering is not related to choosing work in government. The implications of these findings are discussed.

Strategic foresight for innovation management: A review and research agenda

The concept of strategic foresight has come to dominate contemporary management discourse in recent times with a remarkable upsurge in the number of scholarly papers reporting a positive influence of strategic foresight on innovation. This causal link has served not only as a point of convergence for many empirical and conceptual studies, but also the starting point for theorizing the relevance of strategic foresight in organizing. Drawing on an exhaustive sample of 258 academic publications from 1990–2014, this paper provides a comprehensive review of strategic foresight and its influence on innovation. Our review suggest that strategic foresight rather than directly resulting in innovation tend to rather influence it by shaping and giving form to innovation management tools, and future-oriented knowledge creation, which in turn cumulatively drive innovation performance. Our proposed integrative framework therefore specifies the conceptual linkages between strategic foresight and innovation performance.

The geopolitics of real estate: assembling soft power via property markets

The article problematises the role of real estate in geopolitical circulations. The internationalisation of real estate increases mutual dependencies and vulnerabilities between nation states and, therefore, calls for a better appreciation of the geopolitical externalities and exteriorities of real estate. The article brings together disjoint bodies of literature on real estate globalisation, assemblage theory, and international relations to show how real estate is a case of the geopolitics of the multiple – geopolitics that is being assembled by diverse and distributed actors, discourses, and materialities representing the contingent and emergent formation of connections and considerations, which affect the ways how foreign relations are negotiated today. The argument is substantiated by considering several dimensions of the real estate/geopolitics nexus: (1) external influences over domestic real estate markets; (2) the implications of outward real estate investment; and (3) state-led mega-projects conveying externally the power of the state. These dimensions are considered empirically in the context of the renewed geopolitical tensions between a resurgent Russia and the West. Overall, the article calls for a better positioning of real estate in the conceptualisations of soft power, state power, and geopolitics.

The technology foresight system of the Russian Federation: a systemic view

Purpose – This paper aims to describe and discuss the architecture of Russia’s Technology Foresight System (TFS). This paper introduces the reader to the integration of the TFS into the public administration system and, specifically, into the national strategic planning system.

Design/methodology/approach – To do so, the authors fall back on more than 10 years of experience in performing foresight exercises for Russian policy makers of their institution.

Findings – Thereby, the paper highlights the implications arising from the interaction between sectoral and national components of TFS and on application of the results of foresight studies (implemented within the framework of TFS) for the strategic planning.

Originality/value – Russia has a long history of technological planning and forecasting and engages regularly in extensive foresight activities of both national and sectoral relevance. Also, Russia’s leadership repeatedly stresses the importance of such foresight activities which are outlined by a national law since 2014.

The use of technology platforms as a policy tool to address research challenges and technology transfer

The paper analyses technology platforms (TPs) that are seen as a valuable policy instrument to assist a multi-stakeholder formulation and implementation of long-term research and development (R&D) programs in specific technology areas. TP are predominantly initiated by policy-makers to support a wide range of priority technologies through direct funding and indirect support measures, information and technology transfer at economy or industry level.
The authors propose a theoretical approach to TPs as a science, technology and innovation policy concept. A taxonomy of TPs is offered that may be useful for policy-makers in designing the R&D support measures through assessing a platform’s risk level. The paper clarifies the position of TPs in the science, technology and innovation policy mix. Through a case-study of Russia’s newly established Technology Platforms, designed after the European Technology Platforms, the authors demonstrate the policy adoption and policy learning approach to application of this tool.

Value generation from industry-science linkages in light of targeted open innovation

Purpose – This paper aims to provide a substantial overview of features and channels of knowledge and technology transfer in light of achieving impact from science and research.

Design/methodology/approach – The paper is conceptual with substantial desk research undertaken. A taxonomy of transfer channels is proved and levels of impact from STI proposed.

Findings – It is found that there are different levels of value generated from science, technology and innovation, each featuring different stakeholders with different agendas and expectations. It is argued that to make knowledge and technology transfer impactful and sustainable, a long-term and holistic view and approach is required.

Originality/value – Against most papers about technology and knowledge transfer, this work presents an overarching overview of objects, channels and features of partners involved in transfer. It is features technology and knowledge transfer from a holistic perspective and provides useful background for future empiric studies and impact assessments.

What user-innovators do that others don't: A study of daily practices

 

 

This paper argues that innovation behavior roots in specific socio-psychological set-ups that crystallize in daily practices and routines. The latter are easy to observe and have great potential for the identification of user-innovation behavior.We study the practices and routines of Russian user-innovators aroundmedia consumption, internet and technology-usage, consumer preferences and civic engagement in comparison with a sample of mere users. The derived model correctly classified 73% of the original grouped cases of user-innovators. We conclude that a set of practices relative to the certain economic, social and cultural background explains user-innovation engagement and how support could be provided. Although some of our findings are probably specific to Russia, the results are encouraging for further research into the importance of practices and routines in identifying userinnovators in various environments.
